SUMMARY AND RECOMMENDATIONS

Staff recommends acceptance of the work by Vortex Marine Construction, Inc., filing of the Notice of Completion, release of the performance and payment bonds, and release of the maintenance bond upon completion of the one year maintenance period.

BACKGROUND

The City owns and maintains several bridges, some of which are periodically inspected by Caltrans. Recent inspection reports for the bridge that carries Monarch Bay Drive over the Estudillo Canal (located immediately south of Marina Park) indicate that some of the concrete is damaged and that the bank at the northern abutment has eroded to the point that the abutment foundations are exposed.

The project repaired damaged concrete on the underside of the bridge, rebuilt the embankment at the northern end of bridge, and sealed the bridge deck.

Analysis

This project installed the above described improvements. The work was performed in compliance with the contract documents and is now complete.

Current Agency Policies

Maintain and enhance the City's infrastructure.

Previous Actions

On January 21, 2014, by Resolution No. 2014-006, the City Council awarded a contract for construction of the work to Vortex Marine Construction, Inc.

Applicable General Plan Policies

Policy 52.07: Ensure that sufficient funding is provided for the ongoing maintenance of City-owned facilities, including streets, street lights, traffic signals, landscaping, street trees, storm drains, public buildings, and other infrastructure.
