SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council approve a resolution ratifying the Memorandum of Understanding (MOU) between the City of San Leandro and the San Leandro Police Management Association (SLPMA) for the period covering July 1, 2015 through December 31, 2019.

BACKGROUND

The San Leandro Police Management Association (SLPMA) is the bargaining unit for the ranks of Captain and Lieutenant, and represents eight (8) full-time, sworn management employees. The City and SLPMA negotiators reached a tentative agreement, which presented to the City Council for its approval. The proposed MOU may be subject to administrative corrections for clerical purposes as necessary.

Analysis

The City and SLPMA have reached a tentative agreement based on the terms negotiated. The major elements of the tentative agreement include the following:

Term
The proposed term of the MOU is July 1, 2015 through December 31, 2019 (4.5 years).

Wages
Wage increases will be effective as follows:
* Effective January 1, 2016, a three (3%) percent salary increase.
* Effective January 1, 2017, a three (3%) percent salary increase.
* Effective January 1, 2018, a three (3%) percent salary increase.
* Effective January 1, 2019, a three (3%) percent salary increase.

Medical
The City's contribution will be increased as follows:
* Employee only + $25
* Employee +1 + $50
* Employee +2 or more + $75
Thereafter, employees will pay 50% of premium increases based on the Kaiser rate.

Education Incentive
SLPMA members will now be eligible to receive Educational Incentive pay provided employees possess the appropriate certification.
* Peace Officer Standards and Training (POST) Supervisor certificate, four (4%) percent of base salary.
* POST Management certificate, six (6%) percent of base salary.
