SUMMARY
As provided for in the City Charter, Mayor Gonz?lez filed a Notice of Suspension with the City Clerk after the May 18, 2026 City Council meeting. This suspends the City Council's action that was taken to accept an urgency referral to consider a Resolution at a City Council meeting in July that would reaffirm the City Council's intent regarding rehabilitation of Lake Chabot Road. The City Council must now vote on whether to reconsider its earlier decision. After that vote, the Council may discuss and reconsider the original action.
RECOMMENDATIONS
In accordance with San Leandro Charter Section 305(h), the City Council must:
1. Vote upon the Mayor's Motion for Reconsideration; and
2. If the Motion for Reconsideration passes, the City Council may then reconsider the original action taken on May 18, 2026, which was a vote to accept an urgency referral to consider a Resolution at a City Council meeting in July that would reaffirm the City Council's intent regarding rehabilitation of Lake Chabot Road.
BACKGROUND
Suspended Action
On May 18, 2026, Vice Mayor Viveros-Walton submitted an urgency referral for consideration by the City Council (Attachment A). The referral pertained to a Resolution reaffirming the City Council's intent regarding rehabilitation of Lake Chabot Road, to be considered at a City Council meeting in July.
The City Council's policy for submitting future agenda items and urgency referrals is established in the City Council Member Handbook, most recently adopted by Resolution No. 2025-117 on September 8, 2025. The policy is as follows:
