SUMMARY AND RECOMMENDATIONS

Staff recommends approval of a Consulting Services Agreement with Kier & Wright Civil Engineers and Surveyors, Inc. in the amount of $66,469 for the preparation of planimetric survey documents for the Fiber Conduit for Broadband Project.

BACKGROUND

The City of San Leandro received a $2.1 million grant from United States Economic Development Administration (EDA) for the expansion of San Leandro's fiber optic network (Lit San Leandro). The project will provide seven miles of underground conduit and splice boxes, ready for future fiber optic cable installation.

The system expansion includes:
* Doolittle Drive from Davis Street to the Oakland border and around the Adams industrial area. This expansion will provide connectivity to under-served industrial areas of San Leandro and facilitate potential regional connections to the City and Port of Oakland
* Marina Boulevard from Doolittle Drive to Monarch Bay Drive and then via Fairway Drive back to Doolittle Drive and through the Catalina industrial area. These segments will provide connectivity to San Leandro's shoreline, enhancing the City's ability to attract premium, high-tech tenants for the future office development at this location
* Through the Alvarado/Teagarden industrial area. This expansion will ensure that the Lit San Leandro network is accessible to over a hundred businesses in the area that presently suffer from a lack of adequate broadband options

Analysis
