SUMMARY

This action authorizes an increase to an existing contract with Jason R. Zalinski for Inspector of Record services related to the construction of the San Leandro Police Building and South Offices Modifications project.

RECOMMENDATIONS

Staff recommends authorizing execution of Amendment No. 1 to an existing Consultant Services Agreement with Jason R. Zalinski for an Inspector of Record Services for the subject project.

BACKGROUND

Portions of the first floor of the San Leandro Police Building are currently under construction as part of the subject project. The building is an essential service building as defined in the California Administrative Code and requires that an independent Inspector of Record (IOR) be onsite for continuous inspection during construction to ensure that work meets code and complies with the project plans and specifications.

Analysis

Jason R. Zalinski was hired as the IOR for the work currently in construction at the Police Building, since he has over 38 years of experience in the construction field, and he has been providing services as an IOR since 1999. He has also been serving as the IOR for projects in the City for the San Leandro Unified School District.

The work at the Police Building is taking longer than originally anticipated to complete due to unforeseen conditions, owner requested changes, design changes, utility delays, and contractor delays. Construction at the Police Building is scheduled to be completed in spring 2023, which is beyond the original timeline on the IOR services contract by 14 months.
