SUMMARY
This item authorizes the purchase of three-stream recycling stations for City facilities to support proper sorting of trash, recyclables, and organics. The purchase advances the City's compliance with California Senate Bill 1383 by improving waste diversion and reducing landfill methane emissions, and is funded through state grant funds and the City's waste reduction fund (no General Fund impact).

RECOMMENDATIONS

Staff recommend that the City Council adopt a resolution to approve and authorize the City Manager to execute all documents required to purchase three-stream recycling stations from MidPoint International Inc. dba CleanRiver Recycling Solutions for use in City facilities for a total cost of $215,000.

BACKGROUND

The City has long participated in robust recycling programs in an effort to divert waste from landfill, and to comply with local and State laws.

In 2022, the City began implementation of Senate Bill (SB) 1383, the Short-Lived Climate Pollutant Reduction Strategy Act, a law that essentially requires California jurisdictions to enable and ensure that organics are separated from garbage and composted, and that edible food be diverted to food banks at the highest rate possible to avoid food waste. Organic material (food, yardwaste, etc.) that is composted instead of landfilled significantly reduces the production of methane, a greenhouse gas, generated at a landfill, and lowers the climate impact to the State and our local communities.
