Staffreport
SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council adopt a resolution to approve Amendment No. 1 to the City Manager's employment agreement between the City of San Leandro and Frances Robustelli, as presented.

BACKGROUND

On May 3, 2021, the City Council approved an Employment Agreement with Frances Robustelli providing the terms and conditions of her employment as the City Manager. The Agreement was for a period of three (3) years commencing on May 4, 2021.

* Increase the vacation accrual from 3 weeks to 5 weeks per year
* Provide the vacation cash out option available to the San Leandro Management Organization
* Perform a salary survey in November 2022

On January 1, 2022, the City Manager received a 3% salary adjustment. Providing an additional 3% salary adjustment effective June 1, 2022 will make the City Manager's increase comparable to the 6% salary adjustment received by employees in the San Leandro Management Organization and San Leandro City Employees Association. This salary adjustment and other provision changes recognizes the performance of the City Manager, maintains external competitiveness within the labor market, and addresses internal compaction issues. The City Manager has been contributing 10% of salary towards pension costs and will continue to do so going forward.

The salary schedules have been revised to reflect the salary adju...
