Presentation of the Building, Planning and Fire Prevention Fee Study

The City has retained the services of ClearSource Financial Consulting to perform a Building, Planning and Fire Prevention Fee Study. The study is intended fairly allocate costs to the services provided and recover some, or all, of the costs from service recipients creating value and predictability for customers and reimbursements to the City for services provided to a single party. 

 

The City’s Building, Planning and Fire Prevention fees generate approximately $2.7 million annually in revenue for services rendered.  The majority of the revenue, approximately $2.1 million, covers building permit, plan review and inspection costs.

 

The main goals of the study are to:

                     Simplify the building fee schedule to facilitate application of fees to projects and assist customers in estimating permit fees;

                     Ensure fees reflect the costs of providing services and understand which services are being subsidized.

 

The attached draft report includes an executive summary of the findings and recommendations related to cost recovery and fees, a detailed report and appendices which include a summary of current and proposed fees and cost recovery levels. 

 

Staff requests direction from the City Council regarding the proposed new Building fee structure and adjustments to Planning and Fire Prevention fees.  The fee revisions would be included as part of the FY 2017-18 Fee Schedule effective July 1, 2017.
