2. A. Proposed Tenant Relocation Assistance Program

Deputy Community Development Director, Tom Liao provided an update on the current proposed program and draft ordinance and highlighted the changes to the ordinance. Director Cynthia Battenberg asked the committee to consider an annual program fee to cover staff costs associated with managing the program. Currently the total costs for tenant services are approximately $80k.

After deliberation, the council requested staff return to the committee at a later date and with the following:

1. Reduction of the rent increase threshold amount for Notice of Termination from 20% to 10%.
2. Provide additional information on 90-day noticing
3. Consider changing "long term tenant" to a 2-tier formula
4. Consider a fine/penalty for landlord noncompliance with noticing requirements
5. Consider adding a "Just Cause" section to strengthen the ordinance
