SUMMARY
The attached Ordinance was introduced on January 12, 2026, by a 5-1-1 vote, with Councilmember Azevedo absent, and Mayor Gonzalez voting no, and is presented as an action item for second reading. The Ordinance creates a Residential Rent Stabilization Program to provide stability to renters from excessive rent increases while maintaining a fair return to housing providers.
RECOMMENDATIONS
Staff recommend that the City Council hold the second reading as an action item and adopt Ordinance No. 2026-001 amending the Municipal Code as shown in Attachment A.
