SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council adopt a resolution to amend the City-wide Master Salary Schedule to confirm the pay rates in accordance with negotiated salary adjustments.
BACKGROUND
The City of San Leandro maintains a publicly available Master Salary Schedule, which includes the pay rate for all City classifications. The revised Master Salary Schedule incorporates previously approved actions by the City Council within the adopted budget, bargaining group memoranda of understanding and employment agreements.
Analysis
The revised Master Salary Schedule, which is being presented to Council for consideration and approval, reflects negotiated salary adjustments for three of the City's bargaining units, the Police Chief and City Manager. In accordance with their respective Memorandum of Understanding or employment agreement, salary adjustments are effective July 1, 2025 and reflected in the Master Salary Schedule as follows:
3.5% City Manager
4.0% Police Chief
4.0% San Leandro Police Management Association (SLPMA)
3.5% San Leandro Police Officers' Association (SLPOA)
3.5% San Leandro Management Organization (SLMO)
As required by California Code of Regulations (CCR) ?570.5, upon City Council approval, the Master Salary Schedule will be made publicly available on the City's website.
Financial Impacts
There are no financial impacts associated with the approval of the Master Salary Schedule. These salary increases are part of the previously approved bargaining group memoranda of understanding and employment agreements, and appropriation has been incorporated as part of actions taken through the Fiscal Years 2026 and 2027 biennial budget processes to the corresponding salary allocations.
