SUMMARY

The playground at Halcyon Park was destroyed by arson, necessitating its removal and site preparation for a replacement structure. Staff recommends entering into an agreement with McNabb Construction for the demolition and preparation work. The contract includes site clearance, removal of damaged materials, and preparation for the installation of a new playground.

RECOMMENDATIONS

Staff recommend that the City Council approve and authorize the City Manager to:
1. Execute a Non-Professional Service Agreement with McNabb Construction for playground demolition at Halcyon Park in the amount of $49,140.00.
2. Negotiate and approved cumulative change orders up to 10% ($4,914.00) of the original contract amount, bring total not to exceed $54,054.00.

BACKGROUND

On October 6, 2024, the tot playground at Halcyon Park was severely damaged by arson. Due to the extent of damage, the structure and playground surfacing must be fully removed to prepare for the installation of a new playground.

To facilitate this, staff obtained a quote with McNabb Construction for the demolition and removal of all burned structures and playground surfacing. This includes the necessary site preparation to support the future installation of a replacement playground.

Per Chapter 1-6 of the San Leandro Municipal Code, this project value falls below the threshold requiring informal or competitive bidding.
