RECOMMENDATIONS

Staff recommends acceptance of the work, filing of the Notice of Completion, and upon completion to the satisfaction of the City Engineer of the one-year maintenance period, authorizing the City Manager to release the maintenance bond for the subject project.

BACKGROUND

Two sanitary sewer main pipelines pass beneath the Union Pacific Railroad tracks and cross San Leandro Creek on two parallel bridge structures near the northern end of Preda Street. The first bridge was constructed in 1938 and the second in 1973.

An inspection of these facilities found one of the bridge structures damaged, possibly from a fallen tree or limb. Because of their age and their location across the environmentally sensitive San Leandro Creek, further investigation was conducted to determine the condition of the pipes and the bridge structures. The study identified several bridge components that needed to be upgraded to meet current seismic loading conditions. To reduce the risk of sewage leaking into the creek below, the pipes were replaced with a joint locking system and flex joint. These completed improvements will increase system reliability during a significant seismic event.

Analysis

The project is complete. All work was completed in compliance with California Department of Fish and Game and Union Pacific Railroad requirements.
