SUMMARY
This appropriation provides funding to reimburse the Alameda County Flood Control District (ACFCD) for the cost to include the Monarch Bay Drive Bridge South Abutment Repair with the County's Estudillo Flood Protection Canal project.
RECOMMENDATIONS
Staff recommend approving an appropriation in the amount of $250,000 in the Capital Improvement Fund (Fund 210) for the Monarch Bay Drive Bridget Abutment Repair Project (Project No. 2026.1020).
BACKGROUND
In 2019, City staff completed the design for repairs to the southerly abutment of the Monarch Bay Drive Bridge, which had been experiencing worsening scour. Staff coordinated with the Alameda County Flood Control and Water Conservation District (ACFCD) to incorporate the repairs into ACFCD's Estudillo Flood Protection Canal project.
This coordination allowed the City's work to be constructed under the same shoreline regulatory permits secured by ACFCD, if construction bids were determined to be reasonable. The bids received by the County met this requirement, supporting staff's decision to include the City's repair work within ACFCD's construction contract.
In FY 2018, the City Council appropriated $550,000 for bridge and embankment maintenance as part of the FY 2018 adopted biennial budget. However, ACFCD's Estudillo Flood Protection Canal Project was delayed due to insufficient District funding and delays in securing approval of a Federal Emergency Management Agency (FEMA) grant application. As a result, the City's appropriation lapsed in accordance with Section 5-20 of the San Leandro Municipal Code, which limits the carryforward of capital fund appropriations to a maximum of five fiscal years.
