SUMMARY AND RECOMMENDATIONS

Staff recommends approval of an agreement with Towill, Inc. for surveying services on the Water Pollution Control Plant (WPCP) Asphalt Replacement project.

BACKGROUND

The WPCP has been in service for over 70 years and many of its components were recently replaced or upgraded over the past three years as a part of the WPCP Rehabilitation Project. A portion of the asphalt paving at the WPCP was planned for replacement upon completion of the Rehabilitation Project and a portion is at the end of its useful life and needs to be replaced.

A topographic survey to document locations and elevations of existing improvements including underground utilities is required before elevations and slopes of new paving can be determined. Additionally, a topographic survey of the eastern end of the canal that bounds the WPCP to the south is needed to evaluate what actions are necessary to keep water from the San Francisco Bay from entering the site under flood conditions.

Finally, a measure of the volume of dirt stockpiled and available for re-use on site is needed to accurately describe the extent of work to be done on the WPCP dirt relocation project.

Analysis

A Request for Proposals was issued for this work and two responses were received. The selected consultant, Towill, Inc. has the necessary experience and moreover has recently completed similar work for the WPCP Rehabilitation project. The subject work met the needs of that project in a timely manner and was done with a high level of quality.
