SUMMARY

It is recommended to modify the Youth Advisory Commission's meeting frequency from twice monthly to once monthly, in alignment with other boards and commissions and for greater member engagement and participation.

RECOMMENDATIONS

Staff recommend the City Council adopt a resolution to amend the Youth Advisory Commission's meeting schedule to provide for monthly meetings.

BACKGROUND

The Youth Advisory Commission is a 21-member body composed of youth entering their freshman, sophomore, junior, or senior years of high school at the time of appointment. While most City boards and commissions meet monthly, Administrative Code ?17.1.100 requires the Youth Advisory Commission to hold regular meetings twice each month. The City Council's attendance policy requires members to attend 75% of regular meetings, and failure to attend three consecutive meetings results in a vacancy being declared.

Staff's analysis of Youth Advisory Commission attendance from 2022-2025, available as Attachment B, indicates that the current schedule may exceed members' capacity:

"Attendance data from calendar years 2022 through 2025 shows consistent challenges in maintaining member participation under the twice-monthly schedule. Average attendance dropped to as low as 61% in 2023, with members missing nearly one-third of all meetings."

Modifying the meeting schedule from twice monthly to once monthly would ease scheduling pressures, better align with the realities of students' commitments, and is intended to support greater participation, more consistent attendance, and improved engagement.
