SUMMARY

The Non-Professional Services Agreement with David Sams for golf operations advisory and oversight services is a two-year agreement with three one-year extensions. Fiscal Year 2027 is the final extension year of the agreement.

Monarch Bay Golf Club is operated by American Golf Corporation (AGC) under a management agreement with the City. As the owner of the facility, the City retains oversight responsibilities to ensure that golf operations align with contractual requirements, financial objectives, and community priorities. David Sams serves as the City's independent golf operations advisor and liaison to AGC, providing specialized expertise in golf operations, capital planning, contract administration, and strategic initiatives.

Staff propose expanding services provided by David Sams to include oversight of capital improvement projects, special projects, and community events to support the continued enhancement of Monarch Bay Golf Club and the City's Shoreline assets.

RECOMMENDATIONS

Staff recommend that the City Council adopt the attached Resolution authorizing the City Manager to execute Amendment No. 3 to the Non-Professional Services Agreement with David Sams to:
1. Increase compensation by $81,600 for FY 2027, for a total contract amount not to exceed $336,723; and

2. Amend the Scope of Services to include capital improvement plan management and implementation, special projects, and potential community events.
