City Manager Update on City Hall/Police Department Security Camera Project

BACKGROUND AND ANALYSIS
Phase 1 of the City Hall/Police Department security camera project was approved by the City Council on July 21, 2014. The Project is upgrade or installation of new security cameras and related infrastructure in the first and second floors of City Hall, the City Hall basement, and the Police Department basement (City jail). In total, 44 cameras will be installed in City Hall and the Police Department, including the City jail.
All of the security cameras are capable of recording audio. However, staff plans to record video only, with the exception of the City jail, which will record both audio and video. Cameras throughout City Hall will have the audio disabled through specific hardware when they are installed.
Previous City Council Actions
· On July 21, 2014, the City Council approved Phase 1 of the project to install the Civic Center Security Camera System.
· On May 5, 2014, the City Council heard comments from the Police Department regarding the Community Cameras Policy and provided direction for further analyses.
