SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute Amendment No. 2 to the agreement with Chaplin & Hill Investigative Services for third-party professional standards investigation services, increasing the consulting services agreement amount by $150,000 for a total not to exceed of $250,000.00.

BACKGROUND

The City engages an independent investigative consultant to manage complaints involving police personnel and to conduct objective workplace investigations. This impartial, third-party approach ensures transparency, accountability, and fairness.

On December 1, 2023, the City Manager executed an agreement with Chaplin & Hill Investigative Services for an amount not to exceed $100,000, with a term through June 30, 2024. On July 1, 2024, Amendment No. 1 was executed to extend the term through June 30, 2026.

Funding in the PD - Professional Standards Account for this contract has been spent. Additional funds are needed to cover both incurred and anticipated expenses related to investigations. Staff recommends increasing the agreement amount by $150,000 to ensure adequate funding is available for the remainder of the contract term.

Financial Impacts

The amendment will be funded from existing budget appropriations in Account 010-21-002-5120, resulting in no impact to the General Fund undesignated fund balance.
