SUMMARY AND RECOMMENDATIONS
This contract installed 12 centerline miles of bike improvements, including striping, pavement markings, and signs west of the Union Pacific Railroad Niles Subdivision, in accordance with the San Leandro Bicycle and Pedestrian Master Plan.
Staff recommends the following actions:
* Accept the work by the Chrisp Company;
* Authorize the City Clerk to file the Notice of Completion;
* Authorize the City Clerk to release the performance and payment bonds; and
* Authorize the City Manager to release the maintenance bonds for the subject project upon successful completion of the one-year maintenance period.
BACKGROUND
The current San Leandro Bicycle and Pedestrian Master Plan (Plan) was adopted by the City Council in March 2018. The Plan outlined existing and proposed bicycle paths, lanes and routes, and it is the official policy document guiding the development of facilities to enhance bicycling as an additional and appropriate transportation choice within the City.
On April 6, 2020, by Resolution No. 2020-029, the City Council awarded the construction contract of the subject project to the Chrisp Company in the amount of $171,497.10. The project constructed most of the remaining to be completed bicycle lanes and routes west of the Niles Subdivision of the Union Pacific Railroad. The contract constructed about 11 centerline miles of Class III bike routes and 1 centerline mile of Class II bike lanes. Work included bike lane striping, pavement legends and post signage. The project also installed green bike lanes at conflict locations near busy intersections to heighten the awareness of bicyclists to drivers.
