SUMMARY AND RECOMMENDATIONS
Staff will provide information on the Transportation Development Act Article 3 funding opportunity. Staff recommends the funds be used to improve pedestrian crossings including curb ramps and equipment.
BACKGROUND
The Metropolitan Transportation Commission (MTC) makes annual allocations of Transportation Development Act (TDA) Article 3 funds for bicycle and pedestrian projects to cities and counties in the region. Alameda County manages the program on behalf of MTC. The City of San Leandro is eligible for approximately $154,722 in TDA funds for the 2024-25 Fiscal Year.
For the next TDA funding cycle, staff is recommending the funds be used to construct accessible curb ramps as part of the City’s Annual Sidewalk Repair Program. The proposed project conforms to the City’s 2035 General Plan goals as well as the adopted Bicycle and Pedestrian Master Plan recommendations to improve safety and encourage bicycle and pedestrian travel. Staff recommends that San Leandro’s Bicycle Pedestrian Advisory Committee (BPAC) review and approve the proposed use of funds to be received from MTC as part of the 2024-2025 Transportation Development Act Article 3 Bicycle and Pedestrian funding allocation.
