SUMMARY AND RECOMMENDATIONS

Staff recommends approval of the plans and specifications and a call for bids for the subject project.

BACKGROUND

On March 2, 2009, the City received notice from the East Bay Regional Parks District (EBRPD) of its eligibility for $3,740,998 in Measure WW Park Bond funds. The funds are for the development of neighborhood, community and regional parks and recreation lands and facilities. After completing a community process, the City developed a ranked list of City park improvement projects for the City Council to consider funding with the Measure WW funds. In the 2010-2011 fiscal year budget, nine projects, including the Stenzel Park Drainage Project, were approved as part of the Capital Improvement Program.

Analysis

The northwest portion of the ball field at Stenzel Park was identified by Staff as an area of ponding water. This is an ongoing issue, recurring each winter, which affects the usability of the field and creates maintenance problems.

This project will remove sections of turf and the upper layer of soil in the ponding area. An underground drainage system will be installed to increase the field's tolerance for water. The surface will be repaired with new top soil and sod.

Previous Actions

On February 17, 2009, by Resolution No. 2009-023, City Council approved a resolution authorizing the application for local grant funds from EBRPD under Measure WW, the Park Bond Extension.

Applicable General Plan Policies

This project is consistent with General Plan Goal No. 21 - Rehabilitation of existing parks.

Environmental Review

The project was determined Categorically Exempt under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3). A notice to this effect was filed with the County on March 26, 2010....
