SUMMARY

Staff recommend that the City Council approve and authorize the City Manager to execute a Consulting Services Agreement with Fehr and Peers to complete the Bay Fair Community Based Transportation Plan (CBTP), which is a joint effort between the City of San Leandro and Alameda County. The Bay Fair CBTP addresses community transportation priorities through direct public engagement and will result in a list of recommended capital projects in both the City and County in and around the Bay Fair BART Station area.

The CSA with Fehr and Peers sets a not to exceed amount of $225,000, which is entirely funded through an Alameda County Transportation Commission (ACTC) grant.

The CBTP will complement the concurrent Bay Fair Development Plan and Specific Plan Update work utilizing $1,800,000 in competitive Metropolitan Transportation Commission (MTC) Priority Development Area (PDA) grant funds.

RECOMMENDATIONS

Staff recommend that the City Council adopt a Resolution approving and authorizing the City Manager to execute a Consulting Services Agreement (CSA) with Fehr and Peers in an amount not to exceed $225,000 for preparation of the Bay Fair CBTP.

A CSA for the Bay Fair CBTP was previously authorized and initiated with a different consulting team; however, the City assessed the need to move in a different and more focused project direction and now intends to engage Fehr & Peers to complete the project.
