SUMMARY

On April 21, 2025, the City Council adopted a Resolution of Intention to approve an amendment to the contract between the Board of Administration of the California Public Employees' Retirement System and the City of San Leandro to update the employee cost sharing percentage towards the employer's contribution rate for Unrepresented Executive Safety Employees, which includes the Police Chief. The next step in CalPERS' process is for the City Council to adopt an ordinance to authorize the contract amendment.

RECOMMENDATIONS

Staff recommends that the City Council adopt an ordinance to approve an amendment to the City's contract with the California Public Employees' Retirement System (CalPERS) to increase the employee cost share percentage from 1.5% to 2.0% for unrepresented executive safety employees.

BACKGROUND

CalPERS mandates that any changes to the employee cost share for unrepresented groups be formally approved by the governing body. This approval process ensures that changes to the cost-sharing requirements are reviewed and validated regularly within pension regulations.

Analysis

CalPERS requires that specific procedures be followed to amend an agency's contract. The following steps are in effect to complete the contract amendment process:

1. On April 21, 2025, the City Council adopted a Resolution of Intention to amend the contract.
2. On April 30, 2025, a ballot election was conducted, and the result was verified approving the contract amendment for the updated cost sharing percentage.
3. The Ordinance is presented to the City Council for a final reading before adoption.
