SUMMARY

The Community Assistance Program (CAP) allocates $170,000 annually in General Fund support to nonprofit organizations delivering social services to low-income San Leandro residents. To be eligible, proposals must address unmet service needs identified in the City's Human Services Gap Analysis. For the Fiscal Years 2025-2026 and 2026-2027 (FY2026 - FY2027) CAP cycle, staff identified $300,000 in one-time Fiscal Year 2025 (FY2025) funds to supplement the annual baseline allocation, resulting in a total of $640,000 available for distribution over the two-year period.

On December 5, 2024, the Human Services Department issued a Request for Proposals (RFP) for the FY2026 - FY2027 CAP grant cycle. The RFP closed on January 23, 2025, with 20 proposals submitted for consideration. Attachment B provides a summary of applicants, proposed programs, and funding requests.

Proposals were evaluated by the Human Services Commission (HSC) and scored out of a maximum of 60 points. Staff compiled Commissioner's scores, calculated average rankings, and used the results to develop funding recommendations for Commission review and recommendation to City Council for approval.

On April 23, 2025 the HSC held a public meeting and recommended that the City Council fund 16 agencies.

RECOMMENDATION

Staff recommend that the City Council adopt a resolution to approve recommendations from the City of San Leandro Human Services Commission for Community Assistance CAP grants for FY2026 - FY2027 and to authorize the City Manager to negotiate and execute agreements with grant recipients (Attachment A).
