SUMMARY

Staff seek City Council approval to execute a consulting services agreement with Larry Walker Associates, Inc (LWA) for the review of the City's current Pretreatment Program. The review of the program and implementation support will ensure that the City is compliant with all regulatory requirements.

RECOMMENDATIONS

Staff recommend that the City Council approve and authorize the City Manager to execute a consulting services agreement with LWA for Pretreatment Program Review.

BACKGROUND

The City is subject to state and federal wastewater regulations under its National Pollution Discharge Elimination System (NPDES) Permit as a member of the East Bay Dischargers Authority (EBDA). As part of the permit, the City is required to regulate industrial discharges to ensure that industrial waste that may be damaging to wastewater infrastructure or otherwise harmful to the environment does not enter the collection system. This regulatory program is commonly called a "Pretreatment Program" because it requires dischargers to treat their wastes before release to the sewer. Review of this regulatory program will ensure that the program meets the City's obligations.

Analysis

The City's Pretreatment Program had been managed by the Environmental Services Section of the Water Pollution Control Division. As this role is transitioned to dedicated staff at Water Pollution Control Plant, it is an opportune time to review the Pretreatment Program.
