Title
Manor Boulevard Parking Restrictions Survey
Staffreport
SUMMARY AND RECOMMENDATIONS
Austine Osakwe, Senior Engineer, and Nicole Castelino, Associate Engineer, will present to the Committee the results of the Manor Boulevard Parking Restrictions Survey.
BACKGROUND
Manor Boulevard between Farnsworth Avenue and Kesterson Street is a mixed-use street with residential, commercial and event-based traffic. The stretch of roadway also serves as a truck route and a bus route. The speed limit is posted at 30 MPH but due to the narrow roadway, parked cars often park on the rolled curb sidewalks to avoid sideswipes of vehicles travelling too fast. The sidewalks in this area are only 4' wide so when cars park on them, it is hard for pedestrians to walk safely on the sidewalk and is impossible for those with disabilities to get by. This leads to impassable sidewalks for pedestrians and even more so for those with disabilities. The lanes are currently 12 feet in each direction of travel.
The Engineering department reviewed possible options with a focus on safety. These options included doing nothing, widening the roadway, creating a one-way traffic loop with the next parallel street being Fargo Avenue, or removing parking on one side of the street.
Currently, there are 128 on-street parking spaces. The proposed removal of parking on one side of the street would leave 76 spaces on the street while creating a better environment for those walking and riding on the sidewalks.
For the purpose of this study, the roadway was split into two sections: Manor Boulevard between Farnsworth Avenue and Endicott Street, and Manor Boulevard between Endicott Street and Kesterson Street. Each of the sections was subdivided into two groups - Focus Group and Influence Group. The Focus Group are property owners that would experience the changes with parking along their frontages if the proposal proceeds. The Focus Group votes were counted traditionally - only submitted votes were coun...
