SUMMARY

The Monarch Bay Golf Club has building siding that is at the end of its useful life and requires replacement. In addition, new lighting, window awnings, and other enhancements will be included in the project to improve the look of the building, enhance the dining experience, increase customer utilization, and support expanded food and beverage operations and revenue generation opportunities. Newton Construction and Management has been selected, through a cooperative purchasing contract, to manage the project.

RECOMMENDATIONS

Staff recommend that the City Council approve and authorize the City Manager to execute a non-professional services agreement with Newton Construction and Management for clubhouse exterior improvements at Monarch Bay Golf Club to improve facility conditions, enhance guest experience, and support long-term revenue growth within the Golf Enterprise Fund.

BACKGROUND

The Tony Lema clubhouse was originally constructed in 1974 as a 6,039-square-foot facility serving core golf operations, including a golf shop, offices, cart storage, and locker rooms. In 1988, the facility was expanded to over 9,000 square feet to support food and beverage operations, including the addition of a kitchen, dining areas, and banquet space, along with a separate 3,400-square-foot electric cart storage building.

The clubhouse serves as a key revenue-generating asset within the City's Golf Enterprise Fund, supporting food and beverage service, events, and community use.
