SUMMARY AND RECOMMENDATIONS

Staff recommends approval of the plans and specifications and a call for bids for the subject project.

BACKGROUND

In April 2011 and again in May 2011, the Police Department reported two incidents involving automobile collisions into the soundwall along the east side of Westgate Parkway. The two separate collisions were both single vehicle collisions with the wall at approximately the same location causing noticeable distress to the wall structure.

The soundwall separates Westgate Parkway from the back yards of residential properties along Timothy Drive and Marybelle Avenue. The wall was constructed when the property was a privately owned industrial site but became the City's responsibility when the right of way was acquired in 1987.

Analysis

Typically, soundwalls are not intended nor designed to withstand vehicular impact loads. Analysis of the distressed wall has determined that the collisions have damaged the structural integrity at the location of impact necessitating repairs.

This project will demolish two adjacent 10-foot wide wall panels. A replacement wall section of similar height and appearance will be constructed and supported on new foundations. The replaced wall section will meet current Building Code requirements for soundwalls.

Environmental Review

On January 30, 2013, the project was determined Categorically Exempt under the California Environmental Quality Act (CEQA) pursuant to Section 15301, Existing Facilities, Class 1.

Permits and/or Variances Granted

A City Building Permit will be issued for this work

Fiscal Impacts

The total cost of the project is estimated at $50,000, including design, construction and inspection staff time. The construction contract is estimated to cost $35,000.
