Presentation on National Incident-Based Reporting System Implementation at the San Leandro Police Department

SUMMARY
The FBI has mandated that all law enforcement agencies switch from the Uniform Crime Report (UCR) Program’s Summary Reporting System to the National Incident-Based Reporting System (NIBRS). NIBRS is a national program that governs the collection and submission of crime data to the FBI.
Staff switched to NIBRS reporting in the second quarter of 2024. NIBRS requires changes in how offenses are reported to the FBI, which differs from how information was collected through UCR. NIBRS also governs the number of reports that should be written for multiple-crime incidents.
Staff will discuss how NIBRS will provide better, more accurate and meaningful data to help us understand how to best target crime trends. This data will provide the public with a more comprehensive measure of the health and safety of our community.
Staff contracted with a firm called PRI, which assisted with the implementation of and now a presentation to the Council on the NIBRS transition.
