SUMMARY

The Homeless Housing, Assistance, and Prevention (HHAP) grant program, established on July 31, 2019, provides flexible block grant funding to combat homelessness. Since its inception, nearly $3 billion in HHAP funds have been distributed across California, with the City of San Leandro receiving $1,024,091 through Alameda County. In February 2025, the County announced an additional allocation of $200,446. Staff recommend that the City Council authorize the City Manager to execute a third amendment to the existing County agreement and to enter into an agreement with Building Futures for Women and Children for up to $200,446 in HHAP funds.

HHAP funding will be used to support the ongoing operations of San Leandro Shelter and Sister Me Home, which provide critical services in the community.


RECOMMENDATIONS

Staff recommend the City Council:
1. Approve and Authorize the City Manager to Execute Amendment No. 3 to an Existing Agreement with Alameda County to Increase Homeless Housing, Assistance, and Prevention (HHAP) Funding by $200,446 for an Amended Total of $1,224,537 and Extend the Term of the Agreement through June 30, 2026; and

2. Approve and Authorize the City Manager to Negotiate and Execute an Agreement with Building Futures for Women and Children in an Amount Not-to-Exceed $200,446 in HHAP Grant Funds for Fiscal Year 2025-2026 Shelter Operations.
