SUMMARY
Effective January 1, 2024, California's minimum wage rate will increase to $16.00 per hour, which will require a wage adjustment to the City of San Leandro's Non-Represented Part-Time salary schedule.
RECOMMENDATIONS
Staff recommends that the City Council adopt a resolution amending the San Leandro Non-Represented Part-Time salary schedule to include a 3.25% wage adjustment to stay in compliance with the state's minimum wage.
BACKGROUND
Beginning in 2023, the state minimum wage can increase by 3.5% each year or the actual rate of change per the national Consumer Price Index (CPI). In late September 2023, the State of California announced the minimum wage will rise from $15.50 to $16.00 per hour for all employers beginning January 1, 2024.
Analysis
To comply with the state's minimum wage, a three and one-quarter percent (3.25%) wage increase is recommended across the non-represented part-time salary schedule effective January 1, 2024. The adjustment will increase the City's lowest hourly rate from $15.80 to $16.31 per hour. This recommended wage adjustment is consistent with the salary increase approved by the City Council for the San Leandro City Employees' Association (SLCEA), and will provide an equitable wage adjustment for all non-represented part-time employees. Non-represented part-time employees are primarily seasonal or temporary staff employed in the City's Recreation Division and the Library Department.
Financial Impacts
There is no financial impact to this action. The cost of the wage adjustment was included into the City's adopted Fiscal Year 2023-24 and 2024-25 budget.
