SUMMARY

The City was awarded federal grant funding from the CalTrans Highway Safety Improvement Program (HSIP) for the Uncontrolled Crosswalk Enhancements Project (Project). To receive the grant funds for the design phase, the City must execute a Program Supplement Agreement with the State.

RECOMMENDATIONS

Staff recommend approval of a resolution authorizing the City Manager to execute Program Supplement Agreement No. F033 to accept grant funds, and appropriate $339,570 in Highway Safety Improvement Program grant funding.

BACKGROUND

Highway Safety Improvement Program
The Highway Safety Improvement Program (HSIP), codified as Section 148 of Title 23, United States Code (23 U.S.C. ?148) is one of the core federal-aid transportation programs. The purpose of the HSIP program is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned public roads and roads on tribal land.

The City applied for an HSIP grant and was awarded $1,834,560 in federal funding under HSIP Cycle 12 for the Project to install crosswalk safety enhancements at seven uncontrolled crosswalks in San Leandro. The locations of these enhancements are as follows:

1. Manor Boulevard and Crosby Street
2. Manor Boulevard and Thoits Street
3. Dutton Avenue and Arbor Drive
4. Farnsworth Street and Devonshire Avenue
5. 150th Avenue and Lark Street
6. East 14th Street and Lorraine Boulevard
7. Farnsworth Street and Chapel Avenue.
