SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council accept the work for the West Juana Pedestrian Improvement Project and authorize the City Manager to file the Notice of Completion, release the performance and payment bonds and release the maintenance bond upon successful completion of the one-year maintenance period.

BACKGROUND

Construction work on the West Juana Pedestrian Improvement Project is complete. This project included two construction contracts, one for the installation of electronic bicycle lockers at the San Leandro BART station and one for the streetscape work involving the construction of sidewalk bulb outs, decorative crosswalks, and storm drain improvements on West Juana Avenue. As West Juana Avenue is an important pedestrian connector street between the San Leandro BART Station and Downtown San Leandro, this project is listed as a high priority in the San Leandro Bicycle and Pedestrian Master Plan and is consistent with the City's Transit Oriented Development (TOD) Strategy.

Measure B Bicycle/Pedestrian Countywide Discretionary Funds, a Regional Measure 2 (RM2) grant and a Transportation Fund for Clean Air (TFCA) grant funded the project. These grants covered 78% of the project cost.

The electronic bicycle locker work was bid and completed first and has been accepted. The streetscape work was bid second and is the subject of this Council action. The project constructed sidewalk improvements along West Juana Avenue, including bulb outs, enhanced decorative crosswalks, Americans with Disabilities Act (ADA) compliant ramps and storm drain improvements.

The project did not incorporate new pedestrian level street lights as was originally envisioned due to the desire to construct the project within budget. To mitigate the change, the existing street lights were upgraded...
