SUMMARY AND RECOMMENDATIONS
Staff recommend that the City Council adopt a resolution to amend the City-wide Master Salary Schedule to reflect changes effective January 1, 2026. Changes include a 3.75% wage adjustment for the San Leandro City Employees' Association (SLCEA), the Confidential Employee Group, and Non-Represented Part-Time employees. The salary increases for SLCEA and the Confidential Employee group are pursuant to approved negotiated salary adjustments. Salary increases for Non-Represented Part-Time employees must be adjusted to comply with California's 2026 minimum wage.
BACKGROUND
The City of San Leandro maintains a publicly available Master Salary Schedule, which includes the pay rate for all City classifications. The Master Salary Schedule must be updated and approved when new salaries are effective. Revisions to the salary schedule include the actions below effective January 1, 2026:
* Resolution No. 2025-035 approved a negotiated salary increase of 3.75% to all classifications within SLCEA and the Confidential Employee group.
* California's minimum wage rate will increase from $16.50 to $16.90, which will require a wage adjustment to the City's Non-Represented Part-Time classifications.
DISCUSSION
To comply with the State's minimum wage, a three and three-quarter percent (3.75%) wage increase is recommended for all Non-Represented Part-Time classifications effective January 1, 2026. The adjustment will increase the City's lowest hourly rate from $16.50 to $17.12 per hour, which is above the State's minimum wage. This recommended wage adjustment is consistent with the salary increase approved by the City Council for the San Leandro City Employees' Association (SLCEA) and Confidential Employee group and will provide an equitable wage adjustment for all Non-Represented Part-Time employees.
