Motion to Accept the 2026 Biennial Notice: Conflict of Interest Code Update

SUMMARY
The City’s Conflict of Interest Code must be reviewed biennially for amendments. Staff has completed the 2026 Biennial Notice, determined that amendments are necessary, and is preparing an updated Conflict of Interest Code for City Council consideration and adoption.
RECOMMENDATIONS
Staff recommends the City Council accept by motion the 2026 Biennial Notice: Conflict of Interest Code Update.
BACKGROUND
The Political Reform Act requires the City to biennially review its Conflict of Interest Code, which identifies the financial interests that designated officials, employees, and consultants must disclose on their Statements of Economic Interests (Form 700).
The City’s 2026 Biennial Notice must be submitted to the City Council by October 1, 2026, and must indicate whether amendments to the Conflict of Interest Code are necessary.
Staff has completed the biennial review, determined that amendments are necessary, and is preparing an updated Conflict of Interest Code for City Council consideration and adoption in 2026.
Previous Actions
• The City Council last amended the City’s Conflict of Interest Code by adopting Resolution No. 2024-128 on October 21, 2024
Financial Impacts
There are no financial impacts associated with accepting the 2026 Biennial Notice.
