Adopt a Resolution to Approve the U.S. Department of Housing and Urban Development Amended Citizen Participation Plan

Staffreport
COUNCIL PRIORITY

Housing and Homelessness

SUMMARY

The City of San Leandro (City), as a federal Community Development Block Grant (CDBG) entitlement jurisdiction, is required by the United States Department of Housing and Urban Development (HUD) to submit a five-year Consolidated Plan and Annual Action Plans and comply with its federally mandated Citizen Participation Plan (CPP) in order to receive annual CDBG funds that the City utilizes to address community development needs (e.g., public services, capital improvement projects, housing). Staff propose an amendment to the CPP to remove reference to a combined application process for CDBG and the Community Assistance Program (CAP).

RECOMMENDATIONS

Staff recommend that the City Council adopt a Resolution approving the Amended CPP.

The CPP (Exhibit A1) describes how community members may participate in the development, revision, and substantial amendment of the City’s CDBG program documents. The City Council previously approved amendments to its HUD mandated CPP in 2020 and 2024.

Staff recommend removing reference to a combined process from the CPP to reflect this change. CAP is a locally funded program and is not subject to HUD citizen participation requirements.

Environmental Review

No environmental review is required for this action. Individual projects contemplated by the Consolidated Plan will undergo environmental review, as necessary, before they are authorized.

Summary of Public Outreach Efforts

The Amended CPP was made available for community review on the City’s website (www...
