SUMMARY

The City of San Leandro adopted the Rent Review Ordinance (RRO) in April 2001, San Leandro Municipal Code Title 4, Chapter 4-32, to provide a public forum for both property owners/managers and tenants to mutually resolve proposed rent increases.  Rent Review Board (RRB) Hearing Request 2023-01 was submitted to the City’s Housing Division by the tenant living at 1055 Cecelia Court based on the RRO, which allows for a hearing for rent increases 7% or greater. 

 

RECOMMENDATIONS

Staff recommends that the RRB members hear RRB Case 2023-01 to assist the property owner and tenant in reaching a mutual agreement regarding the proposed rent increase.

Per the tenant’s request, ECHO Housing reached out to Ms. Carina White, Property Manager at Greystar, in an effort to mediate. ECHO Housing suggested a reduced rent increase of 7% or lower. Ms. White declined this offer and indicated that Greystar will move forward with the 9.2% increase. Subsequently, the tenant proceeded to schedule the RRB hearing.
