SUMMARY AND RECOMMENDATIONS

Staff recommends awarding the project to the lowest responsible bidder, Grade Tec, Inc., in the amount of $47,650 for the subject project.

BACKGROUND

On March 2, 2009, the City received notice from the East Bay Regional Parks District (EBRPD) of its allotment of $3,740,998 in Measure WW Park Bond funds. These bond funds are earmarked for the acquisition and development of neighborhood, community, and regional parks and recreation lands and facilities. The City asked citizens for their input on how they would like the money spent, and used this information to establish ten priority projects, including this park pathway rehabilitation project. The poor condition of the asphalt pavement at the City’s parks were noted as features that the community would like to see improved with Measure WW funding.

The condition of the asphalt at Toyon Park has deteriorated to the point that patching is ineffective and erosion of the path edge has created tripping hazards. The project will reconstruct the asphalt concrete pathways and re-grade the path as necessary to meet Americans with Disabilities Act (ADA) standards.

Analysis

The City Council authorized the City Manager to approve the plans and specifications and call for bids on February 4, 2013. The bids were opened on Tuesday, February 26, 2013.

Ten (10) bids were received ranging from $47,650 to $88,320. Grade Tec, Inc., is the lowest responsible bidder based on a bid of $47,650. The engineer's estimate for the work was $58,180.
