SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council receive and accept funding from Alameda County, Housing and Community Development Department for homeless street outreach activities.
BACKGROUND
Alameda County made available to cities funding to mitigate homelessness. The City of San Leandro applied for homeless street outreach funding in December 2017. In June 2018, the Alameda County Board of Supervisors approved the grant and awarded the City a $25,000 grant for the applied purpose.
Historically, the City utilizes Building Futures with Women and Children (BFWC) for homeless street outreach activities. The City's application and grant award acknowledges BFWC, and will allow the City to subcontract with BFWC.
Street outreach is essential for the collaborative work and case conferencing performed by the City and its community-based partners. BFWC will be required to:
* Outreach to at least five total unduplicated unsheltered individuals every day, providing information about housing and shelter options and supportive services and gathering information about the individuals to assist in connecting the individuals with resources. The five individuals can include both people who were contacted on previous days as well as completely new contacts.
* Ensuring that unsheltered individuals complete intakes that are entered into the county-wide Homeless Management Information System (HMIS) and that they are assessed for Coordinated Entry (CES).
