SUMMARY AND RECOMMENDATIONS

Staff recommends approval of the consulting services agreement with Mark Thomas and Company, Inc. for exploration of options and development of concept plans to improve the streetscape along Marina Boulevard from Merced Street to Monarch Bay Drive.

BACKGROUND

In support of the proposed development at the San Leandro Shoreline and as result of the recommendations of the Next Generation Workplace District Study, the City is interested in making pedestrian and gateway aesthetic improvements to Marina Boulevard between Merced Street and Monarch Bay Drive. This design effort will solicit stakeholder and public input, develop options, and prepare 30% design documents for the selected improvements. The deliverables will be used in developing final construction drawings and determining future project funding needs. The project is generally envisioned to consist of sidewalk improvements, ADA ramp upgrades, bulb outs, landscaping, monument signs, bus shelters/seating, medians, street and pedestrian lighting, and AC pavement rehabilitation.

This section of Marina Boulevard provides a strategic connection between I-880 and the Kaiser Medical Center to the east and the San Leandro Shoreline to the west. The project goal is to provide a framework described in the Next Generation study for future investment that is both public and private that will cultivate economic revitalization that is compatible with the surrounding areas.
