Staffreport

SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council adopt a resolution to amend the City of San Leandro's Master Salary Schedule to reflect changes effective January 1, 2025. Changes include salary increases for the Mayor, Councilmembers, and Non-Represented Part-Time employees. The Mayor and Councilmembers salary increases were approved by ordinance on December 18, 2023. Salary increases for Non-Represented Part-Time employees are being adjusted to comply with the state's 2025 minimum wage.

BACKGROUND

The City of San Leandro maintains a publicly available Master Salary Schedule, which includes the pay rate for all City classifications. The Master Salary Schedule must be updated and approved when new salaries are effective. Revisions to the salary schedule include the actions below:

* Ordinance No. 2023-014 sets the Councilmembers' salary at $1,900 per month, or $22,800 annually beginning January 1, 2025.

* Ordinance No. 2023-015 sets the Mayor's salary at $3,800 per month, or $45,600 annually beginning January 1, 2025.

* Effective January 1, 2025, California's minimum wage rate will increase to $16.50 per hour, which will require a wage adjustment to the City of San Leandro's Non-Represented Part-Time classifications.

The adjustment will increase these hourly rates from $16.31 to $16.50 per hour. Subsequently, the remaining Non-Represented classifications will receive equivalent increases to maintain internal equity and avoid compaction. These chan...
