RESOLUTION of the City of San Leandro City Council Authorizing the City Manager to Execute a Consulting Services Agreement with MuniServices/Avenu Insights & Analytics for Cannabis Business Audit Services and Approve Appropriation of Funds from the General Fund Unrestricted Fund Balance Reserves for $102,000 to be Paid for by Annual Cannabis Businesses Dispensary Operating Permit Fees

WHEREAS, in response to a competitive Request for Proposals (RFP) process, MuniServices/Avenu Insights & Analytics submitted a proposal to the City of San Leandro (“City”) to provide consulting services for cannabis business audit services; and
WHEREAS, the City wants to enter into a consulting services agreement with MuniServices/Avenu Insights & Analytics, based upon their distinct subject matter expertise, as well as San Leandro-specific knowledge that was obtained through past work experience providing consulting and project management support to the City; and
WHEREAS, the City Council is familiar with the contents of the proposed consulting services agreement and scope of work, a copy of which is attached to this Resolution.
NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows:
That the City Council approves, and the City Manager is authorized to execute a Consulting Services Agreement with MuniServices/Avenu Insights & Analytics in an amount not to exceed $102,000 over two years for strategic consulting services for cannabis business audits; and
The City Council approves an appropriation of $102,000 from the General Fund Unrestricted Fund Balance Reserves to account 010-12-020-5120 for two years. These funds will be fully recovered via annual licensing fees that are already included in the adopted FY 2020-21 City budget.
