First Reading of an Ordinance to Amend San Leandro Municipal Code Section 1-3-100 to Modify the Community Police Review Board’s Membership Structure

SUMMARY AND RECOMMENDATIONS
Consistent with the direction provided by the City Council at its October 16, 2023 regular meeting, staff presents for the Council’s consideration the attached draft ordinance changes that would amend the membership structure of the Community Police Review Board (CPRB). If the proposed changes are adopted, the two dedicated student positions would be reclassified as “youth” positions, for which any resident of the City of San Leandro between the ages of 14 to 22 years old would be eligible to serve, rather than the current structure that limit those two seats to legal adults between the ages of 18 to 22 and who must be enrolled in school. Per the Council’s direction, the two newly classified youth seats would also serve as “ex-officio” Board members, and therefore would not have their votes counted (although their vote could be solicited as an advisory vote to the Board), nor would their attendance or lack of attendance at Board meetings impact the quorum or majority requirements associated with the functioning of the Board.
To effectuate these changes, attached to this staff report are corresponding proposed amendments to San Leandro Municipal Code Section 1-3-100.

Fiscal Impacts
None. Costs for staff time and non-salary resources provided for the CPRB, IPA, City Manager’s Office, and Police Department are already included in the City’s adopted FY 2023-23 budget.
