SUMMARY
Staff recommends that a multi-disciplinary team led by Good City Company be awarded a contract to prepare a Bay Fair Community Based Transportation Plan (CBTP) in partnership with Alameda County. The scope of work would advance the City's goals to transition the area around the Bay Fair BART station into a dynamic, mixed-use transit-oriented development (TOD).
The CSA with Good City Company sets a not to exceed amount of $350,000, which is entirely funded through an Alameda County Transportation Commission (ACTC) grant. The Resolution authorizes execution of documents required to receive funds.
The CBTP will complement the Bay Fair TOD Development Plan and Specific Plan Update work that will be performed by the same consultant team utilizing $1,800,000 in competitive Metropolitan Transportation Commission (MTC) Priority Development Area (PDA) grant funds.
RECOMMENDATIONS
Staff recommends that the City Council adopt a Resolution approving and authorizing the City Manager to execute a Consulting Services Agreement (CSA) with Good City Company in an amount not to exceed $350,000 for preparation of the Bay Fair Community Based Transportation Plan; execute documents to accept grant funds; and appropriate funding for said agreement.
