SUMMARY AND RECOMMENDATIONS

Staff recommends that the City Council approve a resolution to enter into nine (9) grant agreements with the following nonprofit public service providers:

* Child Abuse Listening, Interviewing, and Coordination Center (CALICO) ($23,344);
* Davis Street Family Resource Center ($35,000);
* Service Opportunities for Seniors (SOS), Inc. /Meals on Wheels ($35,000);
* Spectrum Community Services (Senior Nutrition Program) ($24,909);
* Eden Council for Hope & Opportunity Housing for fair housing services (ECHO Housing) ($10,000);

These CDBG projects noted in the federal Department of Housing and Urban Development HUD Annual Action Plan were approved by the City Council on May 3, 2021 under the Fiscal Year 2021-2022 U.S. Department of Housing and Urban Development (HUD) Annual Action Plan.

BACKGROUND

For FY 2021-2022, the five (5) agreements totaling $128,253 require City Council approval. Four of the agreements are part of the CDBG public services budget (see below). The ECHO Fair Housing Counseling Agreement is annually funded under the CDBG Administration budget. The City affirmatively furthers fair housing regulations by contracting with the nonprofit ECHO Housing to provide fair housing services.
