SUMMARY AND RECOMMENDATIONS
Staff recommend that the City Council approve and authorize the City Manager to execute a consulting services agreement with HR Law Consultants for workplace investigation services through December 31, 2025, in an amount not to exceed $150,000.
BACKGROUND
The City is committed to maintaining a safe, respectful, and inclusive workplace for all employees. When serious complaints such as harassment, discrimination, or retaliation are raised, it is essential that they are addressed promptly, fairly, and transparently. The City will occasionally retain external firms to conduct workplace investigations to ensure a fair, impartial, and credible process that is independent from internal personnel and eliminates potential conflicts of interest.
HR Law Consultants provides a wide range of workplace investigation services and specializes in complex investigations. The firm's principal, Jane Kow, has practiced employment law and provided human resources consulting services for employers for over 25 years. She is highly qualified in handling sensitive workplace matters and brings specialized knowledge of employment law and investigative procedures.
Legal Analysis
The consultant has agreed to the terms of the contract.
Financial Impacts
This Council action will not impact fund balance. Sufficient funds are included in the Fiscal Year 2025-2026 Self-Insurance Liability Fund.
