SUMMARY

The City has a Non-Professional Service Agreement with Del Conte's Landscaping, Inc. to provide landscape maintenance services at City Facilities. The proposed amendment for a contract extension will provide additional time for staff to issue a comprehensive Request for Proposal (RFP) for services with a new contract start date no later than January 1, 2024.

RECOMMENDATIONS

Staff recommends that the City Council approve and authorize the City Manager to execute Amendment No. 7 to a Non-Professional Services Agreement with Del Conte's Landscaping, Inc. to provide monthly landscape maintenance services at City facilities.

BACKGROUND

On August 31, 2015, the Public Works Department issued RFP No. 55025 for Citywide landscape maintenance. Five firms submitted proposals deemed responsive to the RFP. After review by a committee of internal staff, the five proposals were ranked and Pacheco Brothers Gardening, Inc., a Hayward-based firm, was selected based on the firm's highest score and the second lowest bid price. The City entered into a contract with Pacheco Brothers Gardening, Inc. on March 1, 2016.

Amendment No. 1 extended the Non-Professional Services Agreement through June 30, 2018, and provided the City Manager the option to extend the contract annually for three additional years. Amendment No. 2 noted that the company name had change to Del Conte's Landscaping, Inc. Subsequent amendments have extended the contract on an annual basis subject to inflationary increases.
