SUMMARY??
In November 2014, Alameda County voters approved Measure BB, which extended Alameda County's transportation sales tax through March 31, 2045, and increased it to one cent beginning April 1, 2022. These funds support local transportation programs, including paratransit services for seniors and individuals with disabilities.

For FY 2027, the City of San Leandro submitted its Annual Paratransit Program Plan, which was approved by Alameda CTC staff and the Paratransit Advisory and Planning Committee (PAPCO) on June 22, 2026. The City will have $1,826,461 in Measure BB funds available; $1,076,526 in carryover funds and $749,935 in new projected revenue.

The proposed funding plan allocates $1,307,243 to paratransit services, including FLEX Shuttle, FLEX RIDES On-Demand, door-through-door volunteer driver program, meal delivery, senior emergency evacuation, senior day trips, staffing, and operations.

RECOMMENDATIONS
Staff recommend that the City Council adopt a Resolution (Attachment A) to approve and accept FY 2027 Measure BB Funds in the amount of $1,826,461 and authorize the City Manager to negotiate and execute agreements for paratransit services.

BACKGROUND?
In 2000, Alameda County voters approved an extension to Measure B, continuing the half-cent sales tax originally enacted in 1986 through March 31, 2022. In November 2014, voters approved Measure BB, which extended the tax through March 31, 2045, and increased it to a one-cent sales tax beginning April 1, 2022. Starting in July 2015, Alameda County Transportation Commission (CTC) began making monthly direct distribution payments to local jurisdictions and transit agencies.?
