SUMMARY AND RECOMMENDATIONS

Staff recommends approval of a Consulting Services Agreement with Indigo / Hammond & Playle Architects, LLP in the amount of $648,001.85 for the preparation of construction-ready plans, specifications and cost estimates for improvements to expand the San Leandro Police Department (SLPD) into the South Offices building and an expansion of the dispatch center in the Public Safety Building (PSB).

Staff recommends that the City Council authorize the City Manager to negotiate and approve contract change orders for the CSA up to 25% ($162,000.46) of the contract amount.

BACKGROUND

In 2009, Leach Mounce Architects prepared a needs assessment that evaluated adequacy of the Public Safety Building (PSB), which houses the Police Department. The resulting report identified over twenty significant deficiencies in the PSB, including inefficient configuration of workspaces and the dispatch center, inadequate electrical power and overcrowding.

The City explored options to address conclusions from this needs assessment and as a result, decided on relocation of some Police Department functions and personnel from the PSB to the adjacent South Offices Building. The solution selected focused on remedying the most pressing identified deficiencies and efficiently using the City's existing facilities and limited funding.

In 2014, Indigo / Hammond & Playle Architects, LLP was hired to prepare two conceptual plans for configuring the South Offices Building for use by the Police Department as well as re-configuring portions of the PSB.
